Where should an LGU start?
- Start with records. A Barangay Information System or municipal database is the foundation. Every other system builds on clean resident data.
- Digitize the highest-volume transaction next. Usually certificates and clearances. This is where residents feel the change immediately.
- Add reporting. Once transactions are digital, reports that took weeks compile themselves.
- Then connect offices. A City/Municipal Information System links departments so data is entered once and used everywhere.
What about staff who have never used these systems?
This is the make-or-break question, and it is why we install on-site and train staff hands-on until the system feels routine. In our deployments, staff who had never worked with a database were processing transactions on day one. Software that needs a consultant on speed dial is software that fails in an LGU.
